Geographical Analysis of Government Plans and Policies for Electoral Inclusion in India

Abstract

Electoral inclusion is a backbone and cornerstone of a vibrant, meaningful democracy, ensuring that every eligible citizen has both the ability and opportunity to participate in the electoral functions. In a country as geographically diverse as India, the challenges of fulfilling universal electoral participation are great, spanning wide remote terrain, socio-cultural diversity, digital divides and economic exclusion. This research paper investigates and explores the geographical aspects of electoral inclusion of citizens  and critically analyses several government plans and policies designed and launched to encourage and  promote equitable participation of voters. Using spatial analysis and secondary data, the paper studies and examines trends of voter inclusion across various regions, especially focusing on tribal belts, border areas, urban slums, and rural hinterlands. The study examines the effectiveness of governments  initiatives such as the SVEEP (Systematic Voters’ Education and Electoral Participation), postal ballots, mobile polling stations such as pink booths, voting from home options  for senior citizen voters, elderly voters, physically challenged voters and e-EPIC (Electronic Electoral Photo Identity Card) in addressing regional disparities in access and turnout. The research paper concludes by recommending useful geo-sensitive positive and possible  policy interventions to bridge potential gaps in electoral inclusion.
